Our perception of the public is undergoing a fast transition: both the rapid transformation of our urban structures and the growing possibilities of obtaining information on occurrences all over the world entail significant changes. This panel is to focus on the questions raised by the complex situation: How are these facts related to each other? What is the historic understanding from which our notions of these issues arise? Can art be an essential factor for changes in public space?

Art in public space today is not only art in architecture and monuments, but also an instrument of modern city marketing, economic promotion or a possibility of upgrading infrastructure. Public sponsorship often comes with the demand for art to take up socially relevant topics. Does art in this case still have a claim to autonomy or does it go to the dogs? In round tables, essential theses on the topics of publicness, art and politics are elaborated.

THE PUBLIC AND CITIZENS, PUBLICNESS AND PARTICIPATION

Big events are the predominant format of the enjoyment of art. An increasing number of people is fascinated by them, whilst collections and permanent exhibitions in museums often remain empty. At the same time citizens often are favoured material and the very theme of art events. What does this change in the perception of art mean for the public? What was the role of pioneers such as sculpture projects muenster in this and how is the relation of citizens and art carried forward in projects such as EMSCHERKUNST? Will art institutions be abolished in the long term and increasingly be replaced by street art asking us to join in?
